There is no size exemption — though enforcement priority may initially focus on larger organisations, the legal obligation applies from day one. WCAG (Web Content Accessibility Guidelines) is the international standard for web accessibility. Version 2.2 at AA level is the standard referenced in the EAA. It covers four principles: your site must be Perceivable, Operable, Understandable, and Robust. In practice this means things like: all images have alt text, the site works with a keyboard alone, text has sufficient contrast, forms have proper labels, and so on.
